Under requirements of the Ethics in Government Act, Senior United States Government officials must follow detailed requirements regarding public financial disclosures. These disclosures are captured via the Executive Branch Personnel Public Financial Disclosure Reports (OGE Form 278e) and the supplemental Periodic Transaction Reports (OGE Form 278-T), and are ultimately submitted to the Office of Government Ethics (OGE), under the Department of Justice.
In the Obama administration, these forms were initially submitted to the White House Counsel’s Office for review. (Many of the signatures on the OGE form 278e were redacted by the Obama White House.) A PDF copy was maintained by the Counsel’s Office within their electronic files, which were organized by the year the form was prepared.
